Pretty sure it's always been shatt, coz Dalaran used to be extremely laggy so people where always sent to shatt as its neutral and had portals for everyone to go back on their way after doing events (in the days before warpNPCs)

So yeah shatt is the perfect place to have them it's where you get ported after events so it's only logical to have the vendors waiting :)
